One of the least discussed and least reported issues is the Obama administration’s effort to bring the Trans-Pacific Partnership agreement to the forefront, an oppressive plurilateral US-led free trade agreement currently being negotiated with several Pacific Rim countries. Six hundred US corporate advisors have negotiated and had input into the TPP, and the proposed draft text has not been made available to the public, the press or policymakers. The level of secrecy surrounding the agreements is unparalleled – paramilitary teams scatter outside the premise of each round of discussions while helicopters loom overhead – media outlets impose a near-total blackout of reportage on the subject and US Senator Ron Wyden, the Chair of the Congressional Committee with jurisdiction over TPP, was denied access to the negotiation texts. “The majority of Congress is being kept in the dark as to the substance of the TPP negotiations, while representatives of U.S. corporations — like Halliburton, Chevron, PhaRMA, Comcast and the Motion Picture Association of America — are being consulted and made privy to details of the agreement,” said Wyden, in a floor statement to Congress.
In addition to the United States, the countries participating in the negotiations include Australia, Brunei, Chile, Canada, Malaysia, Mexico, New Zealand, Peru, Singapore, and Vietnam. Japan has expressed its desire to become a negotiating partner, but not yet joined negotiation, partly due to public pressure to steer-clear. The TPP would impose punishing regulations that give multinational corporations unprecedented rights to demand taxpayer compensation for policies they think will undermine their expected future profits straight from the treasuries of participating nations – it would push the agenda of Big PhaRMA in the developing world to impose longer monopoly controls on drugs, drastically limiting access to affordable generic medications that people depend on. The TPP would undermine food safety by limiting labeling and forcing countries like the United States to import food that fails to meet its national safety standards, in addition to banning Buy America or Buy Local preferences.
In the private investor-state that the TPP is attempting to establish, foreign corporations can sue national governments, submitting signatory countries to the jurisdiction of investor arbitral tribunals, staffed by private sector attorneys. International tribunals could have authority to order governments to pay unlimited cash compensation out of national treasuries to foreign corporations and investors if new or existing government policy hinders investors’ expected future profits. The domestic taxpayer in each signatory country must shoulder any compensation paid to private investors and foreign corporations, in addition to large hourly fees for tribunals and legal costs. A good example of how this agreement neuters national sovereignty comes from Malaysia, which was able to recover from the 1997 Asian Financial Crisis more quickly than its neighbors by introducing a series of capital control measures on the Malaysian ringgit to prevent external speculation – the TPP’s proposed measures would restrict signatory nations from exercising capital controls to prevent and mitigate financial crises and promote financial stability.
Of the 26 chapters of the proposed TPP draft text, it is reported that only two chapters cover trade issues, related to slashing tariffs and lifting quotas. The TPP would obligate the federal government to force US states to conform state laws to over a thousand pages of detailed stipulations and constraints unrelated to trade – from land use to intellectual property rights – authorizing the federal authorities to use all possible means to coax states to comply with TPP rules, even by imposing sanctions if they fail to do so. According to leaked documents, US standards for property rights protection would be swept away in favor of international property rights standards, as interpreted by TPP’s unelected international tribunals, giving investors principal control over public land and resources “that are not for the exclusive or predominant use and benefit of the government.”

UN report wants to terminate killer robots, opposes life-or-death powers over humans

Killer robots that can attack targets without any human input “should not have the power of life and death over human beings,” a new draft U.N. report says.
The report for the U.N. Human Rights Commission posted online this week deals with legal and philosophical issues involved in giving robots lethal powers over humans, echoing countless science-fiction novels and films. The debate dates to author Isaac Asimov’s first rule for robots in the 1942 story “Runaround:” ”A robot may not injure a human being or, through inaction, allow a human being to come to harm.”
Report author Christof Heyns, a South African professor of human rights law, calls for a worldwide moratorium on the “testing, production, assembly, transfer, acquisition, deployment and use” of killer robots until an international conference can develop rules for their use.
His findings are due to be debated at the Human Rights Council in Geneva on May 29.
According to the report, the United States, Britain, Israel, South Korea and Japan have developed various types of fully or semi-autonomous weapons.
In the report, Heyns focuses on a new generation of weapons that choose their targets and execute them. He calls them “lethal autonomous robotics,” or LARs for short, and says: “Decisions over life and death in armed conflict may require compassion and intuition. Humans — while they are fallible — at least might possess these qualities, whereas robots definitely do not.”

OTTAWA — The governor general delivered an unusually blunt environmental message for Earth D ay Monday, calling on Canadians not be “plunderers of the earth.”
In a statement released by his office, Gov.-Gen. David Johnston said Canadians “are bound together by a shared love of the land — the ocean coasts, tall mountains, open fields, quiet forests and frozen tundra that compose Canada’s rugged and majestic landscape.
“It would be a grave error to take all this for granted. “
He went on to say natural wonders are “not as immutable and eternal as we should like to think; much like a famous work of art, they require great care, maintenance and attention. We live in a symbiotic relationship with our planet, dependant on its resources for sustenance, shelter and wealth.
“The well-being both of our planet and of humankind rests on the delicate balance of the earth’s ecosystems. Only by promoting sustainability will we be able to face the challenges ahead as both our global civilization and our planet grow older. In other words, let us aspire to be curators rather than plunderers of this earth. Our children will thank us for it.”

Recent warnings of instability on the Korean peninsula by Russia’s foreign minister Sergey Lavrov come at a most appropriate time – and indeed, there is a frightening possibility that the situation could spin out of control. Since the North was heavily penalized by UN sanctions following its recent satellite launch and nuclear test, Pyongyang has embarked on a near-daily onslaught of belligerent threats, some of which include its invalidation of the 1953 armistice agreement that ended the Korean War, threats to nuke the United States, and threats to occupy South Korea and subsequently take all Americans in the country hostage. Military analysts claim that North Korea is at least several years from building a nuclear warhead or a missile capable of reaching the US mainland – but there is no doubt that if the Kim regime oversteps their approach, it could certainly have severe repercussions for civilians in South Korea and Japan, both in range of North Korea’s rockets.
Despite regular threats of destruction and Pyongyang’s recent proclamation that the two Korean states are officially in a state of war, day-to-day life has retained its normality according to sources on the ground. Needless to say, there is no doubt that civilians on both sides are feeling tense in the current scenario, especially those on disputed South Korean islands in the West sea, just a stones throw away from the North Korean maritime border. The four thousands residents of the South’s Baengnyeong Island, which Kim Jong-un personally threatened to “wipe out” in early March, have been severely hindered from carrying out their day-to-day activities such as fishing due to the joint US-ROK military exercises in the area. Despite inter-Korean relations reaching their lowest point in recent times with the entire South on high alert, most South Koreans are adept at brushing off the North’s rhetoric, but they’re still proceeding with caution.Nile Bowie:
In addition to joint US-ROK’s endless barrage of war games on North Korea’s doorstep, the brandishing of B-2 bombers, which carry bombs that can blast through 70 meters of reinforced concrete, is an unnecessary stunt that is both bold and needlessly provocative. In fact, the B-2 flyover helps Kim Jong-un in consolidating his political power at home by rallying domestic support behind the US threat and distracting North Koreans from economic problems. These moves beg the question, is the United States prepared to launch a full-scale war against North Korea? Despite the high public disapproval of overt warfare campaigns launched by the Bush administration, the unholy status North Korea enjoys in American mainstream media – coupled with its threats to nuke the United States and the simple fact that is it a communist state – is likely enough to coax the average American into supporting a war of aggression against Pyongyang.

Syria’s President Bashar Assad has pleaded for BRICS countries to mediate the on-going conflict in the country, according to a close adviser.
“Today I passed a message from President Bashar al-Assad to President Jacob Zuma, who will preside over the March 26 BRICS summit, on the subject of the situation in Syria,” senior adviser Bouthaina Shaaban told AFP.
“In this message, President Bashar al-Assad asks for intervention by the BRICS to stop the violence in his country and encourage the opening of a dialogue, which he wishes to start.”
BRICS is a bloc of up-and-coming economies comprising Brazil, Russia, India, China and South Africa.
Shaaban has been conducting a tour of the five countries ahead of the summit in Durban.
While the five countries vary in their sympathies for the Assad regime, all of them have repeatedly professed a neutral stance on the conflict, and have regularly voted against stricter resolutions against the current Syrian government.
The rebellion against President Assad began two years ago, and the death toll may have exceeded 60,000 according to the UN.
