The International Monetary Fund issued on Thursday a scathing report on Ukraine’s financial situation, saying that the government of President Viktor F. Yanukovich had largely abandoned much-needed economic reforms that it had agreed to undertake as part of a deal in 2010 that provided more than $15 billion in loans.

The protests were set off by the announcement on Thursday that the Ukrainian government would no longer pursue preparations for the Association Agreement between Ukraine and the European Union in order to “ensure the national security of Ukraine” and “restore lost trade volumes with the Russian Federation.”

The deal would have created a new framework for trade between the former Soviet republic and the EU, but was seen as worrisome by Russia, which had threatened economic sanctions and travel restrictions should the deal go through. The Ukrainian parliament had also voted down bills last week which would have allowed imprisoned former prime minister Yulia Tymoshenko — a key figure in the Orange Revolution — to go to Germany for medical treatment.

On the 13th of March, 2012 the European Union prepared to finalize an association agreement. Despite president Yanukovych’s assurance that Ukrainian law would soon align with that required by the EU, all progress effectively stopped after reports of industrial production had fallen by 5.4%.

On the 21st of November, 2013 a government decree officially ceased all association talks with the EU as the government began taking steps towards a pro-Russian trade alliance.

On January 16th, 2014 as what is now known in the Ukraine as “Black Thursday”, the government passed laws prohibiting any and all forms of public protest, assembly, and restricting heavily the Ukrainian’s freedom of speech. These laws have taken on the name “The Dictatorship Laws”.

US Assistant Secretary of State for Europe, Victoria Nuland said: “Since the declaration of Ukrainian independence in 1991, the United States supported the Ukrainians in the development of democratic institutions and skills in promoting civil society and a good form of government – all that is necessary to achieve the objectives of Ukraine’s European. We have invested more than 5 billion dollars to help Ukraine to achieve these and other goals. ” Nuland said the United States will continue to “promote Ukraine to the future it deserves.”

US Military Intervention in Africa: The East African Response Force, A Creation of the Pentagon

Growing instability in East and Central Africa will be the focus of Washington’s intervention

Over the last two months developments in Central and East Africa has dominated the news coverage of the continent. The split within the ruling Sudan People’s Liberation Movement/Army (SPLA), a close ally of Washington, and the deployment of French and African troops in the Central African Republic, has brought the escalation of Pentagon troops in these states.

Recently the Department of Defense announced the formation of an East African Response Force. This new unit is part of the United States Africa Command (AFRICOM) which has been strengthened and enhanced under the administration of President Barack Obama.

A recent drone attack in southern Somalia is representative of the growing aggression of Washington in Africa. The government of Djibouti, a former French colony where the U.S. has a military base with over 4,000 soldiers at Camp Lemonnier, released a statement saying that such strikes are “vital” in the so-called war on terrorism.

The drone strike was launched from the Pentagon military installations in Djibouti. Prior to the creation of the East African Response Force Washington operated in the region under the framework of the Combined Joint Task Force Horn of Africa (CJTF-HOA).

U.S. Brigadier-General Wayne Grigsby, who is the commander of CJTF-HOA, says that his forces are in East Africa only to assist governments in their military campaigns to defeat the so-called terrorist threat posed by Al-Shabaab, a Somalia-based guerrilla organization which has fought the Washington-backed regime in Mogadishu for the last six years.

“Our mission here is to enable our East African partners to actually neutralize violent extremists throughout eastern Africa,” Grigsby said. Yet if this was the case then why would it be necessary to have such a formidable military force in the Horn of Africa region that conducts periodic bombings and commando raids in Somalia. However, Brigadier-General Grigsby does say that “It also enables strategic access and freedom of movement. The purpose is to protect the United States and its interests abroad.”

Consequently, even the military leaders themselves must acknowledge that the underlying reasons for the build-up in Africa are clearly related to the economic and class interests of Washington and Wall Street. East and Central Africa is a vast repository of oil, natural gas and strategic minerals.

The U.S. Role in South Sudan and the Central African Republic

The East Africa Response Force has been utilized in the current conflict in the Republic of South Sudan. A contingent of the unit was deployed to the country to evacuate U.S. embassy personnel and to guard their economic interests.

One of the most significant factors in the present outcome of the conflict inside South Sudan has been the intervention of the Ugandan People’s Defense Force (UPDF) which sided with the government of President Salva Kiir. The Ugandan government is a very close ally of the U.S. and its military has benefited for years from Pentagon training programs and direct assistance in the purchase of weapons.

On January 23 with the signing of a cessation of hostilities agreement between the SPLM/A and the SPLM/A in Opposition, the faction represented by ousted Vice-President Riek Machar, this document called for the withdrawal of Ugandan troops from South Sudan. However, according to the dissident SPLM/A in Opposition, the UPDF is carrying out aerial bombings and ground operations in contested areas in Unity, Jonglei and Lakes states.

A helicopter gunner was reportedly shot down by the opposition forces in Lakes state on February 7. In an article published by the Sudan Tribune it states that “The military spokesperson for the rebels, Brig. Gen. Lul Ruai Koang, said on Friday (Feb. 7) that the gunner was shot dead and fell off the helicopter after serious damage was inflicted on one of the three helicopter gunships that carried out the bombings.”

This same article continued noting that “‘Our air defense artillery opened fire on the three warplanes seriously wounding one and killing the gunner,’ Koang said. The collected passport and ID of the dead gunner identified him as Jona Abuduku Alfred, a Ugandan national with military ID No. 21883, passport No. 11180 and a Lance Corporal in military rank. His hometown is Mbale in Uganda and joined the Ugandan Air Force in 1997, the documents obtained show.”

With respect to events in the Central African Republic (CAR), the U.S. has been assisting with the transport of French and African troops into the country where the recent forced resignation of interim President Michel Djotodia and the Seleka Coalition and his replacement by Catherine Samba-Panza has not stabilized the political and security situation. At present anti-Muslim mobs both within the CAR military and among Christian militias known as the Anti-Balaka, have engaged in attacks on Islamic communities where numerous people have been seriously injured and killed.

A spokesman for U.S. Secretary of Defense Chuck Hagel was quoted by a military publication as saying “Minister Le Drian requested … airlift support to enable African forces to deploy promptly to prevent the further spread of sectarian violence in the Central African Republic,” Pentagon Assistant Press Secretary Carl Woog announced Dec. 9.

“The United States is joining the international community in this effort because of our belief that immediate action is required to avert a humanitarian and human rights catastrophe in the Central African Republic, and because of our interest in peace and security in the region.” (Stars and Stripes, Jan. 22)

Yet the intervention of both France and the U.S. has only worsened the conditions for people in the CAR. With the dislocation of tens of thousands of Muslims who are fleeing out of the country to neighboring Chad, divisions are becoming more pronounced based upon religious differences and perceptions of political power.

The only solution being advocated as a next step in the process is the deployment of more troops from the European Union (EU). The United Nations Security Council has authorized the deployment of EU troops but there is no evidence to suggest that this will stabilize the situation.

Military Build-up Designed to Secure Influence and Resources

The growing French, U.S. and EU military involvement in Africa is designed to secure western imperialist dominance over the oil, diamonds, gold and uranium that exist in abundance in both the CAR and South Sudan. These western states are creating the conditions for the deterioration of the societies involved, and consequently through their false propaganda about humanitarian assistance, will only provide a further rationale for an even heavier military occupation.

By framing the discussion about their intervention as being “humanitarian”, the imperialists are attempting as well to remove these issues from public debate and scrutiny. During the State of the Union address in January, President Obama only spoke about the impact of military policy from the standpoint of supposedly honoring the sacrifices made by seriously injured and disabled veterans.

No discussion or analysis of the impact and effectiveness of U.S. interventions in Africa, the Middle East and Central Asia is conducted. Nonetheless, these military invasions and occupations are not only destroying the lives of people on the ground in these various geo-political regions but are killing and maiming its own soldiers which the Veterans Administration is incapable of adequately addressing.

Anti-War and anti-imperialist organizations in the U.S. must oppose these so-called “humanitarian interventions” because they are acts of war and military occupation. Resources utilized for these imperialist operations would be better served in putting people in the U.S. back to work with jobs that pay a decent wage and make significant contributions to the society.

Robots to Get Internet Cloud Brain: “Wikipedia For Robots”

Some of us humans have become concerned about neuroscience research conducted under Obama’s BRAIN project, as well as similar research sponsored by the European Union in even greater amounts of money – it exceeds $1 billion combined. The goal is nothing short of decoding the human brain and discovering new ways to develop both narrative and pharmaceutical mind control.

Running parallel to this initiative is the marriage of robotics with artificial intelligence. The evolution of the humanoid robot is advancing by baby steps, but is coming of age rather quickly; so much so, that many experts see humans completely outsourced to robots by 2045 at the latest.

The most recent development sought by the European Union is even more startling: a cloud network where robots can do their own research, communicate with one another, and collectively increase their intelligence in a full simulation of human interaction.

I really wish I was making this up…

The project name makes it clear where the final frontier lies: RoboEarth. A team of scientists from 6 research institutes including Philips electronics and Eindhoven University of Technology in the Netherlands have developed a prototype for an Internet “Wikipedia For Robots,”

The project seeks to create robots’ very own cloud: a vast network, database and computation engine “where robots can share information and learn from each other about their behavior and their environment.”

RoboEarth, then, is cloud storage and computing for robots: its database is intended to store knowledge created by both humans and robots in a robot-readable open format. To date, that knowledge is basic: maps to help mobile robots navigate; task information like how to pick up a cup; and object-recognition data such as digital models of real-world objects.

Currently the problem, according to robotics engineers, is that robots can perform well in very limited tasks, as directed, but do not perform well where environments require real-time problem solving and the split-second adaptability that humans can perform. This was made painfully clear in the well-funded DARPA Robotics Challenge, where even the winner was nothing more than a lumbering shell of clunking mechanics that could demonstrate brawn but not brains.

And while artificial intelligence has come a long way in raw power to match and even exceed the computational abilities of humans, there is still something severely lacking. The RoboEarth project believes it has identified that lacking component that could give “life” to robots: family learning – essentially the nurture part of the equation where nature can only be mimicked. Once established, some of the autonomous functions that have been implemented will transcend beyond merely self-directed communication, and will enter the sphere of evolutionary intelligence. Also employing the Internet of Things, researchers present the following scenario:

RoboEarth’s proof-of-concept demonstration is simple for humans, but hard for robots: serve fruit juice to a random patient in a hospital bed. In a fake hospital room at Eindhoven Technical University in the Netherlands, one robot mapped out the space, located the “patient’s” bed and a nearby carton of juice, then sent that data to RoboEarth’s cloud.

A second robot, accessing the data supplied by robot number one, unerringly picked up the juice and carried it to the bed.

Luckily – or unfortunately from the researchers’ point of view – the test ultimately failed when the juice was dropped on the way to the patient. Nevertheless, the concept of robotic cloud data transmission and access was seen as a success. This is all being imagined as a way to introduce the concept of robotic family caregivers:

The greying population means there is an urgent future need for robots to take over caring or household tasks. To enable robots to successfully lend a mechanical helping hand, they need to be able to deal flexibly with new situations and conditions. For example you can teach a robot to bring you a cup of coffee in the living room, but if some of the chairs have been moved the robot won’t be able to find you any longer. Or it may get confused if you’ve just bought a different set of coffee cups. (Source)

Learning from others is one of the ways that humans (and other sentient life forms) avoid a very dangerous and often inefficient route to developing their abilities beyond those of an autonomic type.

For those of us who are intrigued by the power of technology and would like to see it manifest in the most beneficial ways possible, this is one more sign that we must become involved in the dialogue of how this will ultimately be applied.

  • Given all of the revelations about data breaches and blatant violations by corporations and governments, can we be sure that this cloud system is secure?
  • If robots can achieve the level of development that scientist have planned for them, are we ready to accept them socially?
  • Do we give away part of our humanity when we turn over traditional human work and interaction to robots and artificial intelligence?
  • And what happens if this experiment takes on a life of its own?

U.S. Assistant Secretary of State Victoria Nuland and Ukrainian opposition leaders Arseniy Yatseniuk of the Batkivschyna faction, Vitaliy Klitschko of the UDAR party and Oleh Tiahnybok of the Freedom party have discussed resolving the social and political crisis in Ukraine.

The parties have discussed the situation in Ukraine during a meeting held in Kyiv on Thursday and have said that it was necessary to resolve the social and political crisis in the country peacefully, the Batkivschyna press office said in a statement.

“The participants of the meeting have discussed the prospects of amending the Ukrainian Constitution as well,” the document said.

Kozhara urges Western politicians not to spread unverified information

Ukraine’s Foreign Ministry has called on foreign politicians not to make irresponsible statements and not to spread inaccurate information so as not to complicate the political situation in Ukraine.

Foreign Minister Leonid Kozhara said that allegations by Member of the European Parliament Rebecca Harms that a number of high-ranking Ukrainian officials have foreign passports are untrue. “The Ukrainian politicians, who were mentioned in the statement, have no passports other than Ukrainian,” Kozhara said. He described Harms’s allegations as unacceptable and based on unfounded presumptions.

“I am calling on all foreign policymakers to avoid hasty statements and carefully verify information before making it public,” Kozhara said. As reported, Harms said that a number of Ukrainian officials, including head of President’s administration Andriy Kliuyev, ex-premier Mykola Azarov and acting premier Arbuzov, have Austrian citizenship. All of them have already denied these allegations. Harms later explained that her words had been misinterpreted, when she in fact said these Ukrainian politicians may have Austrian passports. The Austrian Embassy in Ukraine has also officially denied the rumours. Under the Austrian law, foreign investors have the right to obtain a residence permit, which can later be exchanged for Austrian citizenship, if they invest five million euros in the country.

Poll: Majority of Ukrainians against seizure of administrative buildings

About 60% of Ukrainian citizens are against the seizure of administrative buildings, founder of the group of companies «R&B Group» Yevhen Kopatko told ForUm correspondent.

“60% of Ukrainians do not support seizure of the government buildings, 82% of them do not support it in the east and 25% in the west of Ukraine,” he said.

Kopatko released a poll data concerning the mood of Ukrainians in all regional centers of the country. “48 % of Ukrainians are experiencing anxiety, among them 47% in the east, 46% in the west; 35 % of Ukrainians feel hope; 19% – confusion, 16% – enthusiasm, 16% – fear, 10% – hopelessness,” the sociologist noted.

He stressed that out of six categories, 92% are negative characteristics and 52% are positive ones.

In addition, according to the sociologist, only 20% of Ukrainians are not afraid of the threat of civil war. 38% say that such a threat exists. 31% believe that the probability is high.

Explosion in House of Trade Unions, one injured

A man was wounded in the House of Trade Unions in the center of Kyiv, Kyiv Interior Ministry Department informs.

At 12.20, a doctor called the police and informed that a man in serious condition had been delivered to the clinical hospital № 17.

“The victim was diagnosed eye damage and hand injury. The wounded man is unconscious. Age and place of residence of the man has not been established,” statement says.

According to the doctor, the victim was in the House of Trade Unions on the fifth floor, opened a box, and then there was an explosion, which resulted in injuries.

The investigative team of the Shevchenkyvskyi district police department is now in the House of Trade Unions. Activists do not allow law enforcement officers to the scene.

The second group of Shevchenkyvskyi district police department was sent to the hospital.
