NAFTA Partners Take Steps to Boost Trilateral Relationship

While bilateral initiatives have dominated North American issues over the last couple of years, the trilateral relationship has suffered. With a series of high-level meetings, the U.S., Canada and Mexico are taking steps to boost the NAFTA partnership. First, the defense ministers met to discuss shared continental security threats. This was followed by a leaders summit which pledged to deepen trade, regulatory, energy and security cooperation. The recent meetings have caused some to once again take notice of the incremental efforts to merge all three countries into a North American Union.
In what was hailed as an historic event, U.S. Secretary of Defense Leon Panetta, Canadian Defense Minister Peter MacKay, Mexican Secretary of National Defense Guillermo Galvan, and Mexican Secretary of the Navy Mariano Mendoza recently held the Inaugural Meeting of North American Defense Ministers. As part of a framework they agreed to, “ Develop a joint trilateral defense threat assessment for North America to deepen our common understanding of the threats and challenges we face. Explore ways to improve our support to the efforts of civilian public security agencies in countering illicit activities in our respective countries and the hemisphere, such as narcotics trafficking. Explore how we can collaborate to increase the speed and efficiency with which our armed forces support civilian-led responses to disasters. Continue to work together to strengthen hemispheric defense forums.” The ministers also committed to enhancing cooperation in the fight against transnational criminal organizations. The trilateral defense meeting is part of the ongoing efforts to establish a fully integrated North American security perimeter.
On April 2, President Barack Obama hosted Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon for the sixth North American Leaders Summit. In a joint statement they reaffirmed their, “commitment to further develop our thriving political and economic partnership with a consistent and strategic long-term vision.” The leaders acknowledged that, “continued North American competitiveness requires secure supply chains and efficient borders. We remain committed to achieving this through co-operative approaches.” With respect to regulatory initiatives, they agreed to move forward trilaterally in areas such as “vehicle emission standards, railroad safety, the Globally Harmonized System of Classification and Labeling of Workplace Chemicals, and aligning principles of our regulatory approaches to nanomaterials.” They also announced the creation of the North American Plan for Animal and Pandemic Influenza. Following the leaders summit, U.S. Trade Representative Ron Kirk engaged in discussions with Canadian Trade Minister Ed Fast and Mexico’s Secretary of the Economy Bruno Ferrari, as part of the NAFTA Commission Meeting.
In their joint communique, the leaders recognized, “the growing regional and federal cooperation in the area of continental energy, including electricity generation and interconnection and welcome increasing North American energy trade.” They emphasized the need to deepen, “cooperation to enhance our collective energy security, including the safe and efficient exploration and exploitation of resources.” There was no mention of the Keystone XL Pipeline Project which would carry oil from western Canada to the Texas gulf coast. President Obama has blocked the plan pending further environmental review. While speaking at the Woodrow Wilson Center following the leaders summit, Prime Minister Harper made it clear that even if the pipeline is approved, Canadian oil will be heading for Asian markets. Meanwhile, the U.S. has been pushing Mexico to further open up its oil sector to private investment. In February, they signed an agreement regarding, “the development of oil and gas reservoirs that cross the international maritime boundary between the two countries in the Gulf of Mexico.”
The leaders joint statement also noted that, “The Trans-Pacific Partnership (TPP) provides an opportunity to further deepen our trade relationship and create jobs. The United States welcomes Canada’s and Mexico’s interest in joining the TPP.” During a press conference with his NAFTA counterparts, Obama confirmed that, “Consultations with our TPP partners are now underway on how new members can meet the high standards of this trade agreement, which could be a real model for the world.” The U.S. is spearheading TPP negotiations which also include Australia, Brunei, Chile, Malaysia, New Zealand, Peru, Singapore and Vietnam. Japan has also expressed interest in being part of the TPP process. The door is also open for other countries to join which is why many consider it to be a building block for an Asia-Pacific free trade zone.
Robert Pastor who has been a leading advocate for deeper North American integration described the TPP as a flawed strategy. He explained Canada and Mexico’s decision to join, “as a defensive measure to ensure that they protect what they gained from NAFTA.” Pastor warned how, “the TPP will divert scarce political capital and attention from North America.” In contrast, the Council of the Americas are of the opinion that it would boost the integrated North American economy. They view the TPP as a “promising vehicle to support the updating of our bilateral and trilateral trading relationships within North America to the high standards of twenty-first century free-trade agreements.” While on a visit to the U.S. in March, Canadian Trade Minister Ed Fast proclaimed that, “As neighbours and friends, we can and should build the TPP together. As like-minded allies, we can ensure that high standards are included in the TPP on such issues as investment, regulatory cooperation, state-owned enterprises and labour provisions.” If Canada and Mexico are accepted into the TPP fold, it could be used to renegotiate and expand NAFTA.
The U.S., Canada and Mexico have also agreed to launch a consolidated Central America Integration System-North America Security Dialogue to deepen regional coordination and cooperation. This includes working closer together in the fight against transnational organized crime, arms trafficking and money laundering. During the leaders joint news conference, President Obama praised Mexico’s courage in standing up to the drug cartels, and added, “today each of us reaffirmed our commitment to meeting this challenge together — because that’s the only way that we’re going to succeed.” President Calderon went on to say, “The security of North America is absolutely tied to each of its member states.” The Merida Initiative has expanded the U.S.-Mexico security partnership. It has provided military equipment, training, infrastructure development, along with border security and information technology enhancement. At the 2009 North American Leaders Summit, Prime Minister Harper announced Canadian support for Mexico’s fight against drug trafficking and transnational organized crime.
Mexico’s drug war is increasingly being seen as a continental problem that requires continental solutions which is further pushing the NAFTA partnership into a common security front. This is escalating the militarization of the borders, integration in areas of law enforcement and the military, as well as advancing the development of a North American security perimeter.

The North American Leaders Summit and Reviving Trilateral Integration

With the demise of the Security and Prosperity Partnership, the U.S. has essentially put Canada and Mexico on separate tracks. It has pursued dual-bilateralism with both its NAFTA partners as the primary means of advancing continental integration with regards to trade, regulatory and security initiatives. The upcoming North American Leaders Summit, which will be held in Washington, D.C. on April 2, could be used as a means of reviving the trilateral cooperation model.
While much of my focus has been on the U.S.-Canada Beyond the Border and the Regulatory Cooperation Council (RCC) action plans, the U.S. is also pursuing a similar agenda with Mexico. This includes working towards a common security perimeter. In 2010, the U.S. and Mexico issued the Twenty-First Century Border Management declaration. This established the Executive Steering Committee (ESC) to implement joint border related projects to enhance economic prosperity and security. In December of last year, the ESC adopted its 2012 action plan which sets goals in areas of binational infrastructure coordination, risk management, law enforcement cooperation, along with improving cross-border commerce and ties. A press release explained that through the ESC, “we are developing and managing our shared border in an integrated fashion to facilitate the secure, efficient, and rapid flows of goods and people and reduce the costs of doing business between our two countries.” The ESC meeting also acknowledged bilateral accomplishments in expanding the use of trusted traveler initiatives such as the Global Entry Program.
In May of 2010, U.S. President Barack Obama and Mexican President Felipe Calderon directed the creation of the High-Level Regulatory Cooperation Council (HLRCC). In February of this year, the HLRCC released a work plan whereby the U.S. and Mexico will seek greater regulatory alignment in the areas of food, transportation, nanotechnology, e-health, as well as oil and gas development standards. The U.S. Chamber of Commerce applauded the plan for enhanced regulatory cooperation between both countries. The terms of reference for the HLRCC also recognized that, “some regulatory challenges require trilateral cooperation among the three Parties to the North American Free Trade Agreement (NAFTA), the United States and Mexico intend to involve the Government of Canada when it is necessary to focus on issues of common interest in North America.” The U.S.-Mexico HLRCC has similar goals to the U.S.-Canada RCC. At some point, these dual-bilateral councils could come together to form a single continental regulatory regime.
In his article, the road to Washington runs through Mexico, Robert Pastor, who has been a leading proponent of North American integration, criticized Canada’s continental policy. He argued that, “Instead of collaborating with Mexico to persuade the United States to address shared problems and opportunities in North America, Canada has excluded Mexico and approached the U.S. on its own.” Pastor offered potential reasons for this strategy, “Some suggest Canadians fear being tainted by association with Mexico’s violence. Others believe its ‘special relationship’ with the United States gives it an advantage that it would lose if it allied with Mexico. And some think that two countries can walk faster than three.” He further elaborated on his position, “Prime Minister Stephen Harper’s insistence on bilateralism — or rather ‘dual-bilateralism’ because the U.S. has to deal with Mexico too — has not worked. Regulations will not be harmonized; a uniform set of customs forms and traveller IDs will not be implemented; a continent-wide transportation and infrastructure plan will not be contemplated without a clear vision and strategy by and for North America.”
Robert Pastor’s op-ed which appeared in the Toronto Star also conceded that, “Working the U.S. Congress by itself, neither Canada nor Mexico can secure its goals. Working together, with the support of the Obama administration, the three governments could design a seamless market and eliminate an expensive, inefficient tax based on rules of origin.” He recommended, “Instead of competing against each other to gain access to Asian markets, our three countries should focus on continental competitiveness and approach China together on issues related to currency, unfair trade practices and climate change.” He insisted, “If Canada were to change its ‘divide-and-be-conquered’ strategy to a ‘unite-and-govern together’ approach on the new North American agenda, Mexico and the U.S. would join, as they did with NAFTA. And Canada could achieve its goals and the continent’s at the same time.” Pastor further lays out his plan to rejuvenate trilateral integration in his book, the North American Idea: A Vision of a Continental Future.
The Woodrow Wilson Center hosted an event in December 2011 entitled the Death of Trilateralism in the NAFTA Neighborhood, which examined the evolution of regional economic cooperation between the U.S., Canada and Mexico. During the proceedings, a panel agreed that the death of trilateralism has been exaggerated, but pointed out that, “dual-bilateralism, in which the United States works with Canada and Mexico separately, has become more common. Participants noted this is particularly apparent when dealing with regulatory, energy, and border issues. Countries are still, however, looking to harmonize and work toward trilateralism.” The meeting called for greater regional engagement and emphasized, “the need to focus on issues such as regulatory cooperation, infrastructure, and border efficiency.” Discussions also centered around whether North America needed a grand new plan to move deep integration forward.
On April 2, President Barack Obama will host the sixth North American Leaders Summit which will include the participation of Canadian Prime Minister Stephen Harper and Mexican President Felipe Calderon. According to a statement by the press secretary, the meeting will, “focus on economic growth and competitiveness, citizen security, energy, and climate change.” While announcing the upcoming summit, Prime Minister Harper praised the NAFTA trilateral relationship, “Canada, the United States and Mexico have forged a strong partnership built on free and open trade and close cooperation on security.” He went on to say, “The government’s number one priority remains the creation of jobs, growth and long-term prosperity for all Canadians, particularly through trade, including with our close friends the United States and Mexico.” The NAFTA governments are looking to expand trade with other countries. This includes Canada and Mexico’s efforts to join the U.S., along with other nations already engaged in the Trans-Pacific Partnership trade talks. The forthcoming North American Leaders Summit will be the first since 2009, which has caused some to question the current state of trilateralism.
When it comes to continental integration, the U.S. has shifted much of its focus to pursuing dual-bilateral agendas with both Canada and Mexico. This includes efforts to establish a North American security perimeter. At some point, these parallel initiatives could converge into one. While it is unlikely that the upcoming leaders summit will bring about any grand new plan, it could be used as a starting point to revive the whole trilateral process. With the NAFTA framework still intact, the vision for a North American Union has not been abandoned.

Michigan Engaging in True “Animal Genocide” [video]

The state of Michigan is only days away from engaging in what can only be called true “animal genocide” — the mass murder of ranch animals based on the color of their hair. It’s all part of a shocking new “Invasive Species Order” (ISO) put in place by Michigan’sDepartment of Natural Resources(DNR). This Invasive Species Order suddenly and shockingly defines virtually all open-range pigs raised by small family farms to be illegal “invasive species,” and possession of just one of these animals is now a felony crime in Michigan, punishable by up to four years in prison.
The state has said it will “destroy” these pigs beginning in April, potentially by raiding local farms with government-issued rifles, then shooting the pig herds while arresting the members of the family and charging them with the “crime” of raising pigs with the wrong hair color. This may truly be a state-sponsored serial animal killing spree.
Reality check: You may think this story is some kind of early April Fools prank, but it isn’t. This is factually true and verifiable through the documents, videos and websites linked below. The state of Michigan seriously intends to unleash a mass murder spree of pigs of the wrong colorbeginning April 1.
Yet these are the very pigs that farmers and ranchers in Michigan have been raising for decades. The state doesn’t seem to care about this, and there are indications that this ISO may have been nudged into position by the conventional pork industry as a tactic to wipe out its competition of local, specialty ranching conducted by small families and dedicated farmers who don’t work for the big pork corporations. Predictive programming is a subtle form of psychological conditioning provided by the media to acquaint the public with planned societal changes to be implemented. If and when these changes are put through, the public will already be familiarized with them and will accept them as ‘natural progressions’; thus lessening any possible public resistance and commotion. Predictive programming therefore may be considered as a veiled form of preemptive mass manipulation or mind control.
Predictive Programming and the Human Microchipping Agenda confirms the reality of the microchip agenda, and shows that the weapon of propaganda has been used against the public for decades in order to familiarize us with the idea of being chipped. This process is called predictive programming and its purpose is literally to program the mind of the victim so as to accept without question whatever is required by the programmer – in this case, the idea of being microchipped at some point in the future. The victim is generally unaware of being programmed, believing that it’s all just harmless entertainment. For this reason it can be a powerful and effective weapon against us.

We can clearly see how we slowly being brainwashed and forced to believe that it is in our benefit and convenience. We are slowly micro-chipping our children by convincing ourselves that it is for our peace of mind and for their safety. In the process we are getting them use to this kind of a way of life.
We are getting our children so use to and dependent on these ID’s and RFID chips that by the time they are adults they can not function without them.
It started with the micro-chipping of animals, first voluntarily and now often by law, and the same method is being used on humans.
Just Remember human life can not be degraded to a 16 digit RFID chip number embedded under you skin under any circumstance.

RFID Chips Being Added To Brazillian Children’s School Uniforms
Some 20,000 pupils in the north-eastern city of Vitoria da Conquista will have microchips embedded in their school T-shirts. The parents will get a text message when their children arrive at school, or if they are late for classes. The authorities say the measure will help teacher-parent relations. The authorities say the measure will help teacher-parent relations. The authorities in Vitoria da Conquista, Bahia state, call the micro chipped T-shirts “intelligent uniforms”. They say that by next year all local pupils aged up to 14 would use them. The city’s education director, Coriolano Moraes, says the measure was introduced because parents were not aware that their children were missing school. “We noticed that many parents would bring their children to school but would not see if they actually entered the building because they always left in a hurry to get to work,” he told the Associated Press news agency.
The chips are placed underneath the badge of a school uniform, or on a sleeve. When a pupil passes through sensors at the school entrance, the chip sends an SMS message to parents. If they are more than 20 minutes late for class, their families are alerted with a different message: “Your child has still not arrived at school.”
The local government has invested about $700,000 (£442, 531) to set up the system.
Ghana preps for first biometric vote
Ghana is getting ready for its first-ever biometric voter registration ahead of December’s general elections. The $45-million project has been piloted in some areas, but social and technological difficulties remain, according to a report in Voice of America.
Ghana joins Nigeria, Kenya and the Democratic Republic of Congo who adopted the fingerprint scanning technology to help prevent electoral fraud.
Ghana hopes the bio-metric system will verify that those who are voting should be voting, and that they only vote once.
There are complications with the system. There are 23,000 polling stations in the country, but they are not interconnected to share registration information. This leaves room for duplication.
Alabama schools in pilot program to track students riding buses
The Huntsville, Ala. school district is conducting a pilot program that will track when and where students get on and off the bus. Currently, three schools–an elementary, middle and high school–are involved in the pilot.
The program, which kicks off next month, involves the 300 students tapping their ID card against a reader installed in each bus. If successful, said a district spokesman, the program could be expanded district-wide.
The system, called ZPass, will enable school administrators to keep better track of those students who ride the bus and is designed to keep children safe.
Each student in the program will be assigned an RFID-enabled card, which they will use each time they enter or exit the bus. Coupled with GPS technology, the card reader records the location of the bus at the time of the swipe and loads that information onto the district’s computer network. At any time, administrators can pull up the data–including a map–and see where a student either entered or exited a bus.
Lunchrooms in Ohio school districtundergo overhaul
Fingerprint scanners and healthier menus are some of the renovations for schools in the Tallmadge, Ohio City School District. The finger scanners alone speed up the lunch lines as students no longer have to juggle cash when paying for their lunch.
The scanners identify students and faculty, but the fingerprints aren’t collected. The scanners also eliminate the possibility of a student being identified as a beneficiary of free or reduced lunches.
With the new system, parents can pay for their students’ lunches via a Web site while school administrators can track what items are being eaten.
Ohio elementary school gets biometric cafeterias
Munroe Elementary School in Tallmadge, Ohio is upgrading its cafeteria to be cash-free when the students return form winter break relying instead on biometrics for students to access accounts for their food, according to a Tallmadge Express article.
The change, which is designed off a system at nearby Hudson City Schools to help make lines move quicker, is part of a school overhaul of its dining program that also includes changes in the offerings to help improve the diets of the students.
The fingerprint-based systems are not entirely new to the schools, as they already been running in middle and high schools in Tallmadge. The system at Munroe will be the first to run entirely cashless without an option for students to pay in cash, which may expand to all the schools.
While the school is looking forward to having quicker lines with no lost money issues, it is also hopeful the cashless system will see benefits in a cut-down of germ transmissions and will enable students that receive financial assistance with their meals to better remain anonymous to their classmates.
Finger scanning utilized at two West Virginia high schools
High schools in Jefferson County, W.V. will be implementing biometric finger scanning in an effort to provide security for the students’ cafeteria accounts. Purpose of the program, according to school officials, is to eliminate clerical errors and to provide students with an easy way to identify themselves when using the cafeteria.
Using the finger scanner provided by identiMetrics, the software scans the finger to create and store individual templates of unique points that ID each student.
When the student returns to the cafeteria, his finger is again scanned and if a match is found in the database, the student is identified.
West Virginia district sets to use finger-scan system
Students in Cabell County middle and high schools will soon be paying for their meals using fingerprint scanning technology, according to The Herald-Dispatch.
Cabell County joins other counties in West Virginia already using the technology in an effort to improve the speed and accuracy of school breakfast and lunch lines. The county sent out letters to parents notifying them of the change, but still questions and concerns have been raised regarding the fingerprint scanning system.
The program will better protect students’ cafeteria account, while reducing clerical errors that can occur on breakfast and lunch lines. It also aims to eliminate the possibility of a students’ meal card being stolen and used by another student, and will halt the problem of students losing cards or forgetting account numbers.
Student ID number replaces cash at school cafeteria
Students at the Salem, Ark. high school need to only punch in their ID number at the start of the cafeteria line in order to eat lunch. The program, called Etrition, includes a terminal at the start of the food service line which eliminates the need for diners to pay cash and receive change from a cashier.
For elementary students, the teacher in each classroom takes a count of how many students plan to eat that day and passes the information, via a touch screen, on to the cafeteria.
Parents can use the Salem School Web site to post money to their student’s account.
Cashless smart card pilot begins at Scotland school
A Scottish junior high school is testing a system that enables students to pay for their school meals with a card. Sandwick Junior High School has become the first school in Shetland to test the system where pupils, whose parents opted into the program, pay for their lunches with a swipe card.
The program is likely to be popular with many of the school’s 175 pupils wanting to be part of it, said head teacher Stuart Clubb. Eventually it is anticipated that the card can also be used for other activities, such as bus fares or payments for school trips.
“The benefit is that it removes the need for pupils to be taking cash into school, it reduces the administration in collecting money and there will be less cash in the building,” said Clubb.
Pupils can register by computer and, once activated, their parents can go online and load the card. Or, the cards can be loaded at school.
Privacy Disappears in Medication Laced with Microchips
Patients will be monitored in the most personal way imaginable, from the inside-out. Microchips on pills to enforce obedience to the medical regime will be used in the UK by the end of the year.
The so-called “failure” of patients to take their medicine is cited as the reason for this loss of privacy. People are conceptualized as pathetic children unable to decide how their own bodies should be managed. No possibility of a person’s right to choose not to take a prescribed pharmaceutical drug is considered.
The product, named Helius® (also known as the Raisin Personal Monitor), is made by Proteus Biomedical, a California corporation. A contract signed with Lloyd’s Pharmacies in the UK will give them exclusive rights to sell the product for three years. Initially, Helius will be sold to patients, families, and caregivers. However, the NHS is looking into using it.
Washington, D.C. students now need DC’sOne Card
Washington D.C. high school and middle school students now need a DC One Card to ride the city’s transit system. The card is a single ID card that gives students access to most D.C. government programs and facilities, including recreation centers, libraries, and the Metro.
The new rule went into effect Jan. 1 and students should have automatically received the card at their school.
If students don’t have a DC One Card, they should contact their school immediately. The same requirement will also apply to all K-5 schools and all educational campuses beginning Jan.16.
In addition, students or parents can apply online for the school transit subsidy, which provides reduced fares for District students who use Metrobus, Metrorail or the DC Circulator to travel to and from school.

company plans to file for regulatory approval for its first microchip device in 2014 and says it could be widely available in five years.
Fla. schools use palm vein forlunch payments
The Pinellas County School Board District in Clearwater, Fla. has paired up with technology provider Fujitsu Frontech North America to provide a reliable and secure method of handling school food service program transactions.
With more than 102,000 students, the district is the seventh largest in the state and the 24th largest in the nation. Efficiently serving this large population has, at times, proven challenging for the district, particularly in the school cafeteria snack and lunch lines.
Officials have tried everything from swipe cards to PINs, none of which seemed to help. The district even tested a fingerprint scanning system but it proved unreliable. “Students would place their finger on the scanner and leave behind oil, dirt, and residues. This would cause the system to malfunction or freeze up delaying the cafeteria lunch lines,” said Art Dunham, director of Food Service Department at Pinellas County Schools.
Then the district learned about vascular biometrics. Unlike other biometrics, vascular devices don’t require contact with the student’s skin so they are hygienic, non-intrusive and unrestricted by external factors such as skin types and conditions. They identified Fujitsu Frontech and its PalmSecure biometric sensor.
PalmSecure uses near-infrared light to capture and store a student’s palm vein pattern, generating a unique biometric template that is matched against pre-registered user palm vein patterns. This makes forgery virtually impossible.
No more cash, Maui High School installs automated campus meal card system
Maui High School, located in Kahului, Hawaii, has adopted an automated meal card system now requiring students to use their student ID when purchasing meals in the cafeteria.
Students will each be issued a new student ID badge which links to a meal account. When meals are purchased, funds are taken from the student’s meal account. The meal account is similar to a debit card account, allowing cash deposits to be made by students or parents.
Cash will no longer be accepted when students pick up their meals in the cafeteria. If a student does not have a meal card for a particular day they can request a temporary issue from school’s main office. Excessive requests could result in disciplinary action carried out by administration to ensure student responsibility.
The required use of student identification badges for our meal system reinforces our school’s policy of mandatory student ID badges, said Maui High School, which provides security measures and school activities for our students on our school camps.
