Police in Minnesota have been caught on video picking up teenagers, doing drug experiments on them, and then dropping them off at the local Occupy protest to discredit the movement.
It’s the CIA’s famed MK Ultra mind control drug program all over again but this time the drug experiments are being conducted on teenage volunteers who are apparently then being dropped off at the local Occupy protests.

OKLAHOMA CITY – In what strikes this reporter as highly unethical and likely illegal, police officers, highway patrol troopers and sheriff’s deputies from across Minnesota have been allegedly preying on drug-impaired youths, getting them high and observing their reactions, not unlike laboratory rats.
Norman-based blogger Kaye Beach, with Axxiom for Liberty, informed Red Dirt Report about this disturbing program and that similar activities may be taking place here in Oklahoma.
RogueMedia.org, with help from Twin Cities Indymedia, Communities United Against Police Brutality and Occupy Minneapolis, reported that their undercover investigation, revealed shocking stories of cops offering young people drugs and taken to a secret state-owned warehouse where vast amounts of drugs were consumed by the young test subjects under the watchful eyes of interested police. The activists also witnessed, in Minneapolis’ Peavey Plaza, “police dropping off impaired people” where Occupy Minneapolis congregates.

This appears to be part of a new “innovative training program” for police which allows them to become Drug Recognition Experts (DRE’s) and that those recruited for the tests would be already “drug-impaired.” As this activist video shows, several were not impaired and simply jumped at the chance of free drugs and a free meal, only to be dropped off back at the plaza in a drug-impaired state.
It would appear that this program only proves what a joke the “drug war” really is, when the cops are encouraging young people to take drugs so they can become drug-recognition experts.
Continuing, in the video it notes that the young people are offered free drugs, taken to a Minnesota Department of Transportation warehouse near the Minneapolis-St. Paul International Airport, and observed as they ingest copious amounts of illegal drugs, primarily marijuana.
Interviewing different young people who took part in the “drug tests,” they discovered that no EMT’s or ambulances were on site.
“I got stoned with a couple of cops,” says one young man identified as ‘Panda.’ “I’m high as f***.
Panda explained he was at the local Nicollet Mall in Minneapolis when he was told the police were “doing research” to find out “how people react” under the influence of narcotics. And when the cops offered Panda to take part in the human experiment, he agreed.
Asked by the activist if it was “high-grade weed,” Panda replies: “Dude, this is some of the best s*** I’ve had in a while. Now I know what happens to the stuff they confiscate.”
Afterward, they bought the young drug user a double cheeseburger dinner at a McDonald’s. They monitored how fast they ate his meal so they could see if he had the “munchies.”
Panda also said that the cops knew he was deeply involved in the local Occupy Wall Street activist movement and they asked him to inform on other Occupiers.
Panda claims he was asked to participate some other time in the future, and Panda said “one day” he would consider it.
Another human subject, a young man, said his blood pressure was checked and that at the warehouse there were upwards of 30 cops on site. The Minnesota State Patrol website says these tests on human guinea pigs are part of certification training “where they perform 12 evaluations on drug-impaired subjects” to better train cops for field-sobriety tests and so forth. Certification training takes two-to-three weeks, according to the RogueMedia.org story.
Back to their video, another guy, who wanted heroin, said the cops gave him a big bag of weed to smoke.
Of concern is that these test subjects return to the plaza in an impaired condition and could endanger themselves or others in public gathering spaces, such as Peavey Plaza in Minneapolis.
The video notes that Minnesota’s DRE state coordinator is Riccardo Munoz, with the Minnesota State Patrol in St. Paul. He is part of the International Drug Evaluation & Classification Program.
RogueMedia.org notes that “the DRE program, run by the Minnesota State Patrol, has no Institutional Review Board or independent oversight. It is also suspected that the Minneapolis City Council is secretly working with law enforcement to “discredit and disrupt the Occupy movement.”

Local independent media activists and members of Communities United Against Police Brutality began investigating police conduct around the Plaza after witnessing police dropping off impaired people at the plaza and hearing rumors that they were offering people drugs. We videotaped police conduct and interviewed participants, learning some very disturbing information about the DRE program.
Officers stated on record the DRE program, run by the Minnesota State Patrol, has no Institutional Review Board or independent oversight. They agreed no ambulances or EMTs were on site at the Richfield MnDOT facility near the airport where most subjects were taken. Multiple times, participants left Peavey Plaza sober, returned intoxicated, and said they’d been given free drugs by law enforcement. We documented on more than one occasion, someone being told they were sober by one officer, and then picked up by a different officer, and returning intoxicated.

Last May, WCCO reported DRE as an innovative training program for law enforcement agents in which they recruited individuals who were already impaired on drugs to test and observe the effects of those drugs minnesota.cbslocal.com. This program, which trains Drug Recognition Experts (DRE) was portrayed in glowing terms and the article emphasized the subjects recruited were already drug-impaired.
On its website, the State Patrol provides this training description:“DRE training consists of nine days of classroom work, where officers learn about specific drug categories, physiology, and enhance their SFST [standardized field sobriety testing] skills. Following the classroom training, DRE candidates must complete certification training, where they perform 12 evaluations on drug-impaired subjects. These evaluations will be monitored and verified by DRE instructors and the BCA Lab. Certification training generally takes 2–3 weeks.”
Given the dangers of impaired driving, there is value in training law enforcement officers to distinguish between the effects of various drugs and several common medical conditions. However, we have captured video footage of instances in which DRE trainees recruited subjects who are not already impaired, and those participants say they were given drugs by the officers.
Although program documents indicate that participants must sign a waiver, dps.mn.gov there was no indication from any of the participants interviewed that a waiver was offered or obtained. Further, video footage seems to validate the recollections of participants that no medical personnel or ambulance were on site during the observation and testing in Richfield. A DRE officer told one of our investigators that no Institutional Review Board assessment of the program has been made, a requirement of all experiments involving human subjects. Since it’s unethical to encourage people to take drugs–whether by giving them drugs directly or enticing them with food, cigarettes, or other rewards (which participants say they were given)–it is unlikely such a program would pass IRB review as it endangers the test subjects.
According to the WCCO article, officer trainees in the past have worked with various non-profit organizations to recruit drug users. It would appear now that they are no longer relying solely on this tactic, instead recruiting users directly and, participants say, providing them with drugs. After the sessions, these individuals are then dropped off in public areas without supportive care, creating a public safety hazard. In an example at Peavey Plaza caught on film, an individual who said he’s been smoking courtesy of the police for an hour, crossed a line of Minneapolis police barricades, climbed to the top of a large sign and sat 15 feet above the sidewalk swinging his arms and legs in front of a police camera.
Our investigation points to particular efforts to target and recruit youth. Further, law enforcement officers have been taped recruiting people from the Peavey Plaza area of Nicollet Mall and have dropped off a number of impaired individuals at Peavey Plaza. In some instances, Minneapolis police squad cars were present while DRE trainees recruited people at Peavey Plaza. After receiving drugs, some subjects were asked to snitch on the Occupy movement or asked about various people and activities of Occupy, they said. Given efforts by the Minneapolis city council to pass an ordinance designed to restrict access to Peavey Plaza by the Occupy movement, the conduct of DRE trainees points to the possibility that they are working hand-in-glove with Minneapolis police to discredit and disrupt the Occupy movement.

Psychologists Demonstrate Implanting Non-Believed false Memories in Troubling Study

A recent study has found that people can have memories of events that never occurred implanted in a laboratory setting, even when they know that it never actually happened. Combining these findings with the reality of the Defense Advanced Research Projects Agency’s (DARPA’s) hallucination-inducing technology and you have the potential for both the reliability of our memory and perception to be manipulated and thus become completely unreliable.
In 2010, Giuliana Mazzoni and Lucy Harvey of the University of Hall in the UK along with Alan Scoboria of the University of Windsor conducted a survey of over 1,500 undergraduate students.
These researchers found that almost an entire quarter of the individuals surveyed reported having a memory of an event which they know or believe did not actually happen.
Now a group of psychologists including Andrew Clark, Robert Nash, Gabrielle Fincham, and Giuliana Mazzoni have conducted a three-stage study which was actually able to produce false memories which persisted despite the fact that the participants knew, and no longer believed, they had ever performed the actions.
As per usual, a certain amount of deception was involved in the study. Twenty participants were brought to a psychology lab for what they thought was a study dealing with mimicry.
They were filmed as they sat across from a research associate and repeated the actions of the researcher. Actions were simple and included snapping fingers, clapping hands, rubbing the table, etc.
Each participant would watch the researcher passively then mimic their actions. In total, 26 different actions were mimicked by each participant.
Two days later, participants were shown clips taken from the earlier footage which showed them watching the researcher perform actions.
However, this time two clips had been manipulated to show the participant passively watching the researcher perform actions that were actually never part of the original sessions.
BPS Research Digest explains, “Because the participants had earlier mimicked all the actions that they’d witnessed, the doctored footage gave the strong impression that they must have mimicked those two new actions even though they hadn’t. This set-up provided a powerful means of inducing false memories – 68 per cent of the participants’ memory ratings for the fake actions suggested they “remembered” performing the actions. Their belief that they’d performed these actions was similar in strength to their memories.”
Four hours later the participants were brought back into the lab for a final session during which they were told that they had been tricked.
Participants were then asked to provide memory and belief ratings for the different actions which showed that for a whopping 25 percent of fake actions, participants reported stronger memory scores than belief scores.
This means that their false memories of having performed actions which never occurred continued to be held even after they no longer believed that they had ever performed the actions.
Not only does this raise some questions about the reliability of memory and perception, but it also raises some major ethical questions dealing with this type of memory research.
“To the extent that debriefing might not always completely ‘undo’ the effects of suggestive manipulation, we might question the ethics of inducing false memories in experimental participants,” Clark said. “Is it ethical for participants to leave research labs with remnants of non-believed false memory content in the forefront of their minds?”
Future research into this type of memory, known as “non-believed memory,” will likely explore if belief is required for the initial creation of memories, even if that belief is later eliminated as it was when subjects were debriefed in the study.
“Or, alternatively,” said the researchers, “can memories form completely in the absence of belief?”
One must wonder, when you combine weaponized hallucinations like those being developed by DARPA and findings like these, could people soon have completely fabricated memories implanted in their minds?
After all, Putin reportedly confirmed that Russia is actively working on psychotronic weaponry, so it can only be expected that we are going to leverage findings like these and related technology to psychologically terrorize the supposed enemy.

A video on YouTube appears to show a Pentagon briefing in which the idea of lobotomizing terrorists to remove their religious fanaticism using a manufactured virus containing a vaccine is seriously proposed, although debate has raged about whether the clip is authentic or not.
The footage shows a speaker giving a lecture to a handful of attendees and is also accompanied by authentic-looking Department of Defense project ID numbers. According to the text on the clip, the lecture took place inside a Pentagon briefing room.
The speaker discusses how certain people are predisposed to be religious fundamentalists because they have an aggressive VMAT 2 (God) gene which causes them to act on their beliefs in fanatical ways.
After a member of the audience asks the speaker if the idea is to “by spreading this virus….eliminate individuals who are going on to a bomb fest, who are going into a market and blowing it apart,” the speaker confirms, “by vaccinating them against this, we’ll eliminate this behavior.”
The question of how to implement the vaccine is answered by the speaker when he responds to the man in the audience, who raises doubts over the feasibility of performing CT scans on suspected terrorists rather than just “putting a bullet in their head”.
“The virus would immunize against this VMAT 2 gene and that would….essentially turn a fanatic into a normal person, and we think that would have major effects in the Middle East,” states the speaker.
The audience member then asks, “How do you suggest this can be dispersed, via an aerosol?” — to which the speaker responds, “The present plan and the tests we’ve done so far have used respiratory viruses such as flu and we believe that’s a satisfactory way to get the exposure of the largest part of the population.”
The speaker confirms that the name of the proposal is “Funvax — the vaccine for religious fundamentalism.”

Predictive programming is a subtle form of psychological conditioning provided by the media to acquaint the public with planned societal changes to be implemented. RFID Chips Being Added To Brazillian Children’s School Uniforms
Some 20,000 pupils in the north-eastern city of Vitoria da Conquista will have microchips embedded in their school T-shirts. The parents will get a text message when their children arrive at school, or if they are late for classes. The authorities say the measure will help teacher-parent relations. The authorities say the measure will help teacher-parent relations. The authorities in Vitoria da Conquista, Bahia state, call the micro chipped T-shirts “intelligent uniforms”. They say that by next year all local pupils aged up to 14 would use them. The city’s education director, Coriolano Moraes, says the measure was introduced because parents were not aware that their children were missing school. “We noticed that many parents would bring their children to school but would not see if they actually entered the building because they always left in a hurry to get to work,” he told the Associated Press news agency.
The chips are placed underneath the badge of a school uniform, or on a sleeve. When a pupil passes through sensors at the school entrance, the chip sends an SMS message to parents. If they are more than 20 minutes late for class, their families are alerted with a different message: “Your child has still not arrived at school.”
The local government has invested about $700,000 (£442, 531) to set up the system.
Ghana preps for first biometric vote
Ghana is getting ready for its first-ever biometric voter registration ahead of December’s general elections. The $45-million project has been piloted in some areas, but social and technological difficulties remain, according to a report in Voice of America.
Ghana joins Nigeria, Kenya and the Democratic Republic of Congo who adopted the fingerprint scanning technology to help prevent electoral fraud.
Ghana hopes the bio-metric system will verify that those who are voting should be voting, and that they only vote once.
There are complications with the system. There are 23,000 polling stations in the country, but they are not interconnected to share registration information. This leaves room for duplication.
Alabama schools in pilot program to track students riding buses
The Huntsville, Ala. school district is conducting a pilot program that will track when and where students get on and off the bus. Currently, three schools–an elementary, middle and high school–are involved in the pilot.
The program, which kicks off next month, involves the 300 students tapping their ID card against a reader installed in each bus. If successful, said a district spokesman, the program could be expanded district-wide.
The system, called ZPass, will enable school administrators to keep better track of those students who ride the bus and is designed to keep children safe.
Each student in the program will be assigned an RFID-enabled card, which they will use each time they enter or exit the bus. Coupled with GPS technology, the card reader records the location of the bus at the time of the swipe and loads that information onto the district’s computer network. At any time, administrators can pull up the data–including a map–and see where a student either entered or exited a bus.
Lunchrooms in Ohio school districtundergo overhaul
Fingerprint scanners and healthier menus are some of the renovations for schools in the Tallmadge, Ohio City School District. The finger scanners alone speed up the lunch lines as students no longer have to juggle cash when paying for their lunch.
The scanners identify students and faculty, but the fingerprints aren’t collected. The scanners also eliminate the possibility of a student being identified as a beneficiary of free or reduced lunches.
With the new system, parents can pay for their students’ lunches via a Web site while school administrators can track what items are being eaten.
Ohio elementary school gets biometric cafeterias
Munroe Elementary School in Tallmadge, Ohio is upgrading its cafeteria to be cash-free when the students return form winter break relying instead on biometrics for students to access accounts for their food, according to a Tallmadge Express article.
The change, which is designed off a system at nearby Hudson City Schools to help make lines move quicker, is part of a school overhaul of its dining program that also includes changes in the offerings to help improve the diets of the students.
The fingerprint-based systems are not entirely new to the schools, as they already been running in middle and high schools in Tallmadge. The system at Munroe will be the first to run entirely cashless without an option for students to pay in cash, which may expand to all the schools.
While the school is looking forward to having quicker lines with no lost money issues, it is also hopeful the cashless system will see benefits in a cut-down of germ transmissions and will enable students that receive financial assistance with their meals to better remain anonymous to their classmates.
Finger scanning utilized at two West Virginia high schools
High schools in Jefferson County, W.V. will be implementing biometric finger scanning in an effort to provide security for the students’ cafeteria accounts. Purpose of the program, according to school officials, is to eliminate clerical errors and to provide students with an easy way to identify themselves when using the cafeteria.
Using the finger scanner provided by identiMetrics, the software scans the finger to create and store individual templates of unique points that ID each student.
When the student returns to the cafeteria, his finger is again scanned and if a match is found in the database, the student is identified.
West Virginia district sets to use finger-scan system
Students in Cabell County middle and high schools will soon be paying for their meals using fingerprint scanning technology, according to The Herald-Dispatch.
Cabell County joins other counties in West Virginia already using the technology in an effort to improve the speed and accuracy of school breakfast and lunch lines. The county sent out letters to parents notifying them of the change, but still questions and concerns have been raised regarding the fingerprint scanning system.
The program will better protect students’ cafeteria account, while reducing clerical errors that can occur on breakfast and lunch lines. It also aims to eliminate the possibility of a students’ meal card being stolen and used by another student, and will halt the problem of students losing cards or forgetting account numbers.
Student ID number replaces cash at school cafeteria
Students at the Salem, Ark. high school need to only punch in their ID number at the start of the cafeteria line in order to eat lunch. The program, called Etrition, includes a terminal at the start of the food service line which eliminates the need for diners to pay cash and receive change from a cashier.
For elementary students, the teacher in each classroom takes a count of how many students plan to eat that day and passes the information, via a touch screen, on to the cafeteria.
Parents can use the Salem School Web site to post money to their student’s account.
Cashless smart card pilot begins at Scotland school
A Scottish junior high school is testing a system that enables students to pay for their school meals with a card. Sandwick Junior High School has become the first school in Shetland to test the system where pupils, whose parents opted into the program, pay for their lunches with a swipe card.
The program is likely to be popular with many of the school’s 175 pupils wanting to be part of it, said head teacher Stuart Clubb. Eventually it is anticipated that the card can also be used for other activities, such as bus fares or payments for school trips.
“The benefit is that it removes the need for pupils to be taking cash into school, it reduces the administration in collecting money and there will be less cash in the building,” said Clubb.
Pupils can register by computer and, once activated, their parents can go online and load the card. Or, the cards can be loaded at school.

However, the NHS is looking into using it.
Washington, D.C. students now need DC’sOne Card
Washington D.C. high school and middle school students now need a DC One Card to ride the city’s transit system. The card is a single ID card that gives students access to most D.C. government programs and facilities, including recreation centers, libraries, and the Metro.
The new rule went into effect Jan. 1 and students should have automatically received the card at their school.
If students don’t have a DC One Card, they should contact their school immediately. The same requirement will also apply to all K-5 schools and all educational campuses beginning Jan.16.
In addition, students or parents can apply online for the school transit subsidy, which provides reduced fares for District students who use Metrobus, Metrorail or the DC Circulator to travel to and from school.

Fla. schools use palm vein forlunch payments
The Pinellas County School Board District in Clearwater, Fla. has paired up with technology provider Fujitsu Frontech North America to provide a reliable and secure method of handling school food service program transactions.
With more than 102,000 students, the district is the seventh largest in the state and the 24th largest in the nation. Efficiently serving this large population has, at times, proven challenging for the district, particularly in the school cafeteria snack and lunch lines.
Officials have tried everything from swipe cards to PINs, none of which seemed to help. The district even tested a fingerprint scanning system but it proved unreliable. “Students would place their finger on the scanner and leave behind oil, dirt, and residues. This would cause the system to malfunction or freeze up delaying the cafeteria lunch lines,” said Art Dunham, director of Food Service Department at Pinellas County Schools.
Then the district learned about vascular biometrics. Unlike other biometrics, vascular devices don’t require contact with the student’s skin so they are hygienic, non-intrusive and unrestricted by external factors such as skin types and conditions. They identified Fujitsu Frontech and its PalmSecure biometric sensor.
PalmSecure uses near-infrared light to capture and store a student’s palm vein pattern, generating a unique biometric template that is matched against pre-registered user palm vein patterns. This makes forgery virtually impossible.
No more cash, Maui High School installs automated campus meal card system
Maui High School, located in Kahului, Hawaii, has adopted an automated meal card system now requiring students to use their student ID when purchasing meals in the cafeteria.
Students will each be issued a new student ID badge which links to a meal account. When meals are purchased, funds are taken from the student’s meal account. The meal account is similar to a debit card account, allowing cash deposits to be made by students or parents.
Cash will no longer be accepted when students pick up their meals in the cafeteria. If a student does not have a meal card for a particular day they can request a temporary issue from school’s main office. Excessive requests could result in disciplinary action carried out by administration to ensure student responsibility.
The required use of student identification badges for our meal system reinforces our school’s policy of mandatory student ID badges, said Maui High School, which provides security measures and school activities for our students on our school camps.
