Guatemalan President Will Present Plan To Legalize Marijuana

Guatemalan President Otto Perez Molina said Wednesday his country could present a plan before year’s end to legalize the production of marijuana and opium poppies. His comments came in an interview with Reuters.

Perez, a conservative and former general, has been a harsh critic of the US-led war on drugs in Latin America, repeatedly denouncing such policies at international forums. He has alsopreviously mentioned the possibility of moving to legalize marijuana and opium production, but has yet to put forward a concrete plan to do so.

But a presidential commission has been studying the issue of reforms in the country’s drug laws, and Perez told Reuters he expected the commission to make its recommendations by October and that the measures could be presented by year’s end. That could include a bill to legalize drugs, particularly marijuana, Perez said.

“The other thing we’re exploring… is the legalization of the poppy plantations on the border with Mexico, so they’re controlled and sold for medicinal ends,” Perez said. “These two things could be steps taken on a legal basis.”

While Afghanistan is by far the world’s largest opium producer, accounting for nearly 90% of global production, poppies are also grown in the Western hemisphere — in Mexico and Colombia, as well as Guatemala. Western hemisphere opium accounts for most of the heroin consumed in the United States.

Perez is keeping a careful eye on his northern neighbor, too. Mexico decriminalized drug possession in 2009, but has been loath to take further steps to end the drug war there, although there are now proposals afoot to legalize marijuana. Meanwhile, Mexican drug trafficking organizations, under pressure in their home country, have expanded their operations in Guatemala and other Central American nations.

Strange cloud engulfs beach and sends tourists running — video included

Days later there is still no explanation behind the massive cloud that swept through a populated beach and frightened tourists

ALICANTE, SPAIN (INTELLIHUB) — An ominous cloud randomly swept over a Spanish beach this week, sending many tourists running for their lives.

Witnesses from other local areas also reported similar clouds.  Sightings were reported in Calpe, on the Costa Blanca, and the popular resort of Benidorm.

The scene at Alicante beach was captured by Antonio Carlos Soria Hernandez, who filmed the cloud and posted the video to his facebook page, where it soon when viral.  Mr. Hernandez said that “I saw it and ran down thinking it was exactly that… a fire and caught it on camera, the effect of the cloud is really beautiful.”

The arguments in various comment threads about what was responsible for this smoke have gotten intense and sometimes hostile, as debates on the internet often do.  Some commentators have suggested that this is a natural weather phenomena and that the smoke seen is actually a mist.  While others suggest that this is pollution from some nearby industry.

There are currently dozens of theories as to what caused this large cloud, but none of them have been verified.

Nevada Rancher Cliven Bundy is locked in a standoff with the federal Bureau of Land Management over illegal cattle grazing, endangered tortoises and property rights. It gets even better…

The fight involves a 600,000-acre area under BLM control called Gold Butte, near the Utah border. The is the habitat of the protected desert tortoise, and the land has been off-limits for cattle since 1998.

Five years before that, when grazing was legal, Bundy stopped paying federal fees for the right. Bundy stopped paying grazing fees in 1993. He said he didn’t have to because his Mormon ancestors worked the land since the 1880s, giving him rights to the land.

“We own this land,” he said, not the feds. He said he is willing to pay grazing fees but only to Clark County, not BLM.

“Years ago, I used to have 52 neighboring ranchers,” he said. “I’m the last man standing. How come? Because BLM regulated these people off the land and out of business.”

Nevada, where various federal agencies manage or control more than 80 percent of the land, is among several Western states where ranchers have challenged federal land ownership.
